OICEW-C1.4 Methods for carrying out safe emergency and temporary repairs

On a vessel of at least 1,000 HP, or in a laboratory or workshop,

the candidate demonstrates the ability to understand the urgency of a problem and carries out safe emergency and temporary repairs.

The candidate:

1. Isolates the item to be repaired;

2. Wears suitable protective equipment;

3. Selects the proper tools and materials for repair;

4. Uses lockout/tagout principles to keep shipmates informed of his activity;

5. Does not exacerbate the problem; and

6. Takes proper action to prevent safety and pollution violations; and Performs one of the following: Fabricates and installs a “jubilee” pipe patch:

7. Isolates the line to be repaired;

   a. Relieves the line of residual pressure;

   b. Confirms that the pressure has been relieved; and

   c. Drains the line;

8. Rolls a piece of sheet metal into a cylinder;

9. Bends a tab on each edge to form a flange;

10. Drills three to five holes through both flanges for the securing bolts;

11. Puts a piece of rubber or gasket material over the hole that is large enough to cover and overlap the damage at least 2 inches on all sides;

12. Slips the jubilee pipe patch over the rubber or gasket material and Inserts the bolts into the holes and secures them in place; and

13. Slowly applies pressure and check for leaks. Fabricates and installs a “soft” patch:

14. Isolates the line to be repaired;

    a. Relieves the line of residual pressure;

    b. Confirms that the pressure has been relieved; and

    c. Drains the unit;

15. Reduces the area of the hole first by driving in softwood plugs and wedges as necessary;

16. Once the plugs and wedges are in place, trims them off flush with the outside surface of the pipe;

17. Covers the damaged area with a piece of rubber that will completely cover and extend about 2 inches past the damaged area on all sides;

18. Uses two tightly wound layers of marlin or wire to hold the rubber in place; and

19. Slowly applies pressure and checks for leaks
